You can use 7-zip (free and open source) to open the .rar file. To edit images, I suggest Photoshop, but it's not free so you'll have to get it yourself by whatever means.  Paint.NET seems promising and it's free, but you'll need .NET framework, so just download the one with the framework bundled, it's 49.2mb.
To convert to .bmp, you can use Paint that comes with Windows, just open the file and go to "File", choose "Save as", then choose "Bitmap" as file type. You can also use Zamzar to do file type conversion online, though I don't see a good reason for making those jpg into bmp.

For those of you who are less informed, Aprilis. has been promoted to gallery admin quite a long while ago, she has access to all gallery features just as I do, so she will help maintaining the gallery by creating new folders, renaming images and deleting items. Feel free to ask her for help if you need anything in the gallery, as long as she's free she'll be more than willing to help because she's cool like that.  |

can you make decent sigs with paint? because i dont think my poor laptop has any room left on it
i know it probably wouldn't look quite as good as a photoshop sig, but it could work right?  |

oh, I'm sorry for that...I already thought that the pics with the subtitles on it weren't this good, but I'll look for a version without subtitles and make new screen caps, so we can use it for the gallery

I hope I can upload the caps from cherish wihtout subs soon, and maybe I'll find a version of frienger without subs in the download forum
if it doesn't take too long, I'll make caps from other PVs too ^^
EDIT:
I've made the cherish caps without subs a while ago, but I wanted to post frienger caps as well...so I downloaded a frienger version without subs...but now my caps-making-program doesn't work anymore 
unless I find a working setup for the program or a new program, I won't be able to do more caps T__T
but, I'll post at least the cherish caps, since you had to wait long enough
