I believe the Windows Movie Maker can do that. My friend added music segments to video, so you definitely can pick parts of a song out. I don't know if you can save it as a mp3 file, but probably

i have used a program called "gold wave" to rip mp3 files from videos. the way i imagine, it could probably also make mp3 segments from other mp3 files the way you are asking, i am not sure if i have tried this though...

Audacity does a great job editing audio. Just select the part of the song you want to cut out, copy it, paste it into a new file, and export as .mp3. It's free, open sources, and it has great help files. |

I'd say goldwave and/or Audacity are some of the best ones.

I would just add that Audacity is free (as caffeinated mentioned), but Goldwave isnīt. However, their functions are almost at the same quality and quantity (Audacity can have more if you DL the additional packs) so try Audacity, buying Goldwave is not worth it. And Audacity is also more user-friendly.
