| I'm not sure if this is the correct section to post this. So if it is in the wrong section please admin do move it. Anyhow I am looking for a bitrate editing program which can edit bitrate size from mp3's or wma's. Is there such a program available anywhere since I'd love to have one for file size purposes. |

Personally I used open source software, CDex, to rip CDs and convert between wav and mp3 files. What you need to do when degrading the bitrate of an mp3 is to convert the higher bitrate mp3 to wav, then encode it at a lower bitrate. CDex gives you the tools to convert wav to mp3, CD to mp3 and mp3 to wav. You can select the encoding options from the options menu.
If you need help with encoding settings, I can give you some suggestion. There's VBR and CBR, VBR is variable bitrate which means the bitrate is ever-changing, but you can specify the lowest and highest bitrate to use as limits. This option is good if you want a file smaller than 320kbps, and higher quality than 128kbps. For this case, you can set VBR lowest rate 128kbps and highest 320kbps, which should yield a much smaller size file than 320kbps and better quality than 128kbps.
If you set it such that it is between 192kbps and 320kbps, the quality will be better than 192kbps, less than 320kbps, and the filesize is in between. CBR is constant bitrate encoding, i.e. it uses say 192kbps regardless of how "rich" that second of music is, you might end up using more/less bitrate than optimum settings.
I don't like .wma so haha, none of the songs on my computer is in .wma. Windows Media Player is evil, they have all those digital copyright thingy embedded in their file, and it is not open source and that's why you can't find a lot of encoder supporting wma. |

the one that i use is creative mediasource organizer. it is like real player but it can convert songs from wma, mp3 and wav to wma, mp3 or wav 
i h8 using it for playing music but it works pretty good for converting between formats and bitrates
the program came with my creative movu mp3 player so im not sure if u can find it online >_< |

I use Easy CD Ripper which allows you to convert music files to MP3, WAV, WMA, VQF, OGG, and APE. It also allows you to rip CDs and also change bitrates on song files to various bitrates. Its easy to use and allows you to convertor up to 5 songs at once in the Demo. The demo is as unlimited uses so its pretty awsome  . |
