I'm not blaming anyone here, both Japanese and Westerners do this to the point that sales have seriously collapsed. I don't expect anyone to purchase everything from x artist but purchasing something once in a while would help a little to support your favourite artist/s and would also serve to thank these artist/s for all the work they do to us. It's fair enough and better sales would mean the record labels would be able to invest more budget. This would mean more quality material and promotion.
