Yes, she did. The following image is taken from the official Zipper website, it's the cover for their upcoming August issue. Now you know why Ai has short hair in the NEKO ni fuusen cover! It's not a wig, it's for real! 
I really like her new hairstyle!  Can't wait to see her NEKO ni fuusen live performance. I have to say, this is her biggest change in style since her first single! 
edit:
in fact Ai didn't cut her hair at all, Neko ni Fuusen hairstyle is just a wig!

It looks pretty special...but to me,i like her last hairstyle better...
The long hair which accompany her from the strting of her carreer to now...
this shrt looks nice,but i really miss the long one...All her next PVs are gonna be shrt hair...So sad that in the future,i cannot see ai-chan in her long hair again.Really miss it |

| WOW ai otsuka is a beautiful girl, i loved her in her long hair, but she looks good in her short hair as well, she can sport both styles very well, i also think this new hairstyle kinda gives her more attitude more confidence, i like that,i will miss the cute long hair but this short hair looks good also ^^ |

if i can have a short hair as smart as she has,i will also have short hair!~
some ppl only pretty when they have long hair that cover their face a little bit,but Ai can also looks cute when having short hair...~ |
